docs: add implementation plan for income-budget-review stage

8 tasks: backend table+migration, auto-trigger in ApproveState.cs, service+
controller (status/dashboard/return_for_edit/mark_reviewed), Angular service,
dashboard component (plan-02), shared status component (plan-01/plan-02),
wiring into RequestBudgetContainer, and final verification against real data.
