Per feedback: "ส่งแก้ไข" from central review must route back through the
existing income-report chain to its last approver (who can cascade the
rejection further back to the creator via the existing mechanism), not
create a disconnected new status. income_budget_review is now log/history
only — actual in-progress-editing state still comes from
request_expense.is_draft/is_approve directly, and re-entering "รอตรวจสอบ"
happens automatically via the existing is_approve-completion trigger, so
no separate resubmit endpoint or button is needed on income-budget-plan-01.

Design for auto-forwarding a fully-approved income-report request_expense
into a new lightweight review stage surfaced at income-budget-plan-01
(faculty status view) and income-budget-plan-02 (central reviewer actions:
ส่งแก้ไข/ตรวจสอบแล้ว + dashboard + correction history table).
Deliberately introduces a new income_budget_review table rather than
extending the existing approve_state round_no/resubmit mechanism, since
that's hardcoded to request_approve_type "03" (admin-preconfigured queue
per faculty/location) which conflicts with the confirmed requirement that
the central reviewer is a single role covering every faculty/location, not
a named per-unit approver.

as implemented for request_expense/type_id=2 (request_approve_type "04") — data model,

Approve/reject DO need round_no-aware query filtering (the row_order+1
lookup and the reject index-walk have no is_state guard and would
collide across rounds) - the initial draft's "no changes needed" claim
was wrong. Also: migration auto-applies via Database.Migrate() on
startup, remark_historys round_no can be stamped client-side (no PUT
handler changes needed), and frontend's hasActiveStep()/approveStatus()
need round-scoping too.
